From Filling to Container: What Actually Happens Before a Frozen Dim Sum Ships
“We have HACCP certification” gets said by nearly every frozen food supplier a buyer talks to. It’s true, and it’s also not very informative on its own — HACCP is a framework for identifying and controlling risk, not a fixed checklist, which means two HACCP-certified factories can have meaningfully different numbers of control points, different testing depth, and different levels of documentation behind that same certificate.
What actually tells you something is more specific: how many critical control points does the line have, what gets tested at each one, and what happens to a batch that fails a check. Those are the questions worth asking instead of “are you HACCP certified” — because the honest answer to that question is almost always yes.
What a Critical Control Point Actually Is
HACCP — Hazard Analysis and Critical Control Points — is the internationally recognized food safety framework built around identifying the specific points in a production line where a hazard (biological, chemical, or physical) could enter the product, and putting a measurable, monitored control at each of those points. A Critical Control Point, or CCP, is a step where a real check happens: a measurement, a test, an inspection, a threshold that has to be met before product moves to the next stage.
The number of CCPs on a production line isn’t arbitrary. It reflects how many distinct points that specific manufacturer has identified as places where something could go wrong, and built a monitored check into. Our production process runs on 10 CCPs across the line, from raw material intake through to shipment.
Walking Through the Line, Stage by Stage
Raw material intake. Incoming ingredients — meat, seafood, flour, vegetables — arrive with supplier documentation and are checked against specification before they’re accepted into production. This is the first point where a problem upstream, at a supplier’s facility, gets caught before it ever reaches a filling.
Filling preparation and lab testing. This is where physical-chemical testing does real work, not just paperwork. We run filling composition and structural checks through 9 physical-chemical laboratories and a sensory evaluation system — measuring moisture content and structural integrity rather than relying on visual judgment alone. Moisture especially matters here: too much or too little in a filling changes how it freezes, how it behaves under steam, and how consistent it tastes batch to batch.
Forming. Whether a piece is hand-wrapped or machine-formed, this stage is checked for weight consistency and visual defects — under-filled or over-filled pieces, wrapper tears, seal failures. This connects directly to wrapper thickness and texture control, which we’ve written about separately, since forming consistency is where those texture differences either get controlled or don’t.
Cooking, where applicable. For pieces that are par-cooked or fully cooked before freezing, core temperature is verified against a minimum threshold — this is standard practice internationally for any product with a meat or poultry component, since undercooking at this stage is one of the more serious hazard points on the entire line.
IQF flash freezing. We freeze at -35°C using Individual Quick Freezing technology. The reason speed matters here isn’t just shelf life — freezing quickly forms smaller ice crystals inside the product, which cause less cellular damage than the larger, slower-forming crystals from conventional freezing. That’s a meaningful part of why a properly IQF-frozen dumpling holds its texture through steaming, while a slowly frozen one is more prone to turning mushy or watery.
Foreign material screening. A checkpoint dedicated to catching physical contaminants — this is standard practice at scale in any serious frozen food operation, typically positioned after forming and before final packaging. If you’re evaluating a supplier, ask specifically what equipment and rejection protocol they use at this stage, rather than assuming it exists because a facility is certified.
Packaging and label verification. Packaging is checked against the approved specification, and labeling is checked against destination market requirements — for U.S.-bound product, this means checking against FDA labeling rules, not just against whatever the standard export template happens to say.
Cold storage and batch traceability. Finished product moves into cold storage — we operate 20,000 m³ of constant-temperature cold storage — with batch and lot coding that ties a finished case back to its production date and raw material sourcing. This is what makes a recall or a quality investigation actually possible to execute quickly, rather than theoretically possible.
Pre-export documentation. Before a container leaves, export documentation is prepared and checked — our facility holds full CIQ export qualifications along with Export Food Production Enterprise and Consignee/Consignor of Import and Export Goods filings, which is the paperwork infrastructure that has to be in place before a shipment can legally leave China bound for a U.S. buyer.
Why the Number of CCPs Is Worth Asking About Directly
Ten checkpoints isn’t a marketing number — it’s a reflection of how granular the hazard analysis was when the process was built. A shorter list isn’t automatically worse, and a longer one isn’t automatically better; what matters is whether the checkpoints actually match the real risk points in that specific product’s process. A supplier that can walk you through their CCPs stage by stage, and explain why each one is where it is, has clearly done the analysis themselves rather than adopting a generic template. A supplier that can only say “we’re HACCP certified” without being able to describe what’s actually being checked probably hasn’t.
What to Ask Any Supplier, Not Just Us
- How many critical control points are on this specific product’s production line, and what’s tested at each one?
- What’s the actual moisture and structural testing process for the filling — lab-based, or visual inspection?
- What temperature is the product frozen at, and how quickly does it pass through the critical freezing range?
- What foreign material detection equipment is used, and what’s the protocol when something is flagged?
- Can a finished case be traced back to its production batch and raw material source, and how quickly?
- What export qualifications and filings does the facility hold for shipping to your specific destination market?
None of these questions require you to become a food safety auditor. They just require a supplier willing to describe their actual process instead of pointing at a certificate on the wall.
